The Indian reaction of course cannot openly admit that they cannot defeat the People's War and have only little to oppose it. Therefore they are always looking for flimsy excuses, this time its bulletproofed helmets. But we all know a war will not be decided by helmets, not even by rifles, it will be decided by the people and the reason they are fighting for.
