In 1972, Willy Brandt introduced the radical decree with the election campaign promise “Dare to dare more democracy”, which led to civil servants and employees in the public service being dismissed due to their ideological attitudes. This practice ended up being banned from the profession for many teachers and others. Even when enemies of the constitution, both communists and fascists, were spoken of, this decree always hit revolutionaries.
Under the slogan “Dare to make more progress”, the coalition of the SPD, Greens and FPD wants to introduce a law that would do Willy Brandts full credit. The public service with its authorities and institutions is responsible, among other things, for the administration of the state and ensuring important services. In order to guarantee this, the coalition wants to ensure that supporters of the ruling order work there. For this reason, the coalition speaks out in favor of removing constitutional enemies it has identified. In the coalition agreement this means: “In order to ensure the integrity of the public service, we will ensure that enemies of the constitution can be removed from the service faster than before.” This is further stated with the words “The security check of applicants, which has proven itself in other areas we are expanding and strengthening the resilience of the security authorities against anti-democratic influences. "
Who is an enemy of the constitution is determined by the Office for the Protection of the Constitution, and nowhere is there a fixed description of what makes you an enemy of the constitution. This arbitrariness allows this law to be applied to all undesirable persons in the future. It is not only a means of pressure against revolutionaries, but against everyone who speaks out against the reactionary measures of the state. Everyone should know that precisely the authority that is responsible for checking “loyalty to the constitution” is an instrument of the German bourgeoisie with which fascist groups have repeatedly been pulled up. Always to the extent that the bourgeoisie needs it. That leaves little room for interpretation who is targeted by the law. The strengthening of the executive branch will proceed with the revival of the Radical Decree.
