关于第三次欧洲马列毛主义党派和组织会议的决议

我们，各马克思列宁毛主义党派和组织，沿着第一次和第二次会议的轨迹前进，在拉丁美洲马列毛主义党派和组织第五次会议的倡议下召开了我们的第三次会议。第三次会议的成功结束是在正在进行的理论讨论和一致行动中团结起来的一个里程碑。在马克思列宁毛主义，主要是毛主义的基础上，以及与向修正主义作的斗争密不可分，为了我们今天正在进行的在意识形态上达成一致的斗争的基础上，我们将进一步加大力度为世界无产阶级革命服务。

参会的各党派和组织之间的共识在这些原则之上得到了加深，而我们更将坚持为了把全欧洲的一切愿意同我们在这些原则上团结一致的党派和组织包含在内而斗争。我们向来自其他各国因为特殊原因无法参与这场会议的党派和组织致以特殊问候。我们向他们的声明中所表现出的态度致敬，同时，我们也将继续为了把他们以及来自拉美各国的其他共产主义力量纳入我们的共同努力之中而斗争。

我们同时要向世界无产阶级革命的风暴中心，被压迫国家，特别是在斗争第一线的马列毛主义党派和组织致以竭诚的问候。秘鲁，印度，土耳其，和菲律宾的人民战争是一座激励我们的灯塔，加强着我们的革命决心。我们的立场十分清晰，而一切人都应该知道我们将这些人民战争视作我们自己的斗争。因此，我们彻底反对一切对他们的攻击，并把这些攻击视作对我们的自己对革命的忠诚的攻击。我们拒绝一切对武装斗争的取消和一切投降主义的“和谈”计划，以及其他与帝国主义，修正主义，和反动派勾结的行为。在土耳其的武装斗争的问题上，由于近期发生的一些恶性事件，我们必须强调，对任何共产主义和革命的党，组织，甚至是个人来说，不管在什么情况下都不能与旧政权合作来对抗人民群众内部的力量，不管是在帝国主义国家还是官僚资本主义国家。这样的行为是犯罪，我们强力谴责那些向警察和其他政权机关举报我们的土耳其同志的人，并且要求他们立即撤回他们的指控。我们坚定不移地和土耳其革命力量的斗争站在一边。

我们清晰地看见，全世界的共产党人正在斗志昂扬的快速前进，不管是那些正在领导人民战争的党，还是那些正在为开展人民战争而建立或是重建他们的党的人。毛主义正在领导世界无产阶级革命新浪潮的道路上前进。今天，存在着一股对进一步发展当前的团结全世界共产党人的努力的迫在眉睫的需要。我们坚定不移地接过了为一场国际联合毛主义会议而斗争的任务，用我们力所能及的一切来确保它的成功。

Dünya´daki Halk Savaşlarıyla Sınıf Dayanışması yükseltmek için Deklarasyon
Marksist – Leninist – Maoist Parti ve Örgütlerin 3.Avrupa Toplantısı

Kendi ülkelerinde proleter dünya devriminin hizmetinde yeni demokratik devrimi gerçekleştirmek için Halk Savaşı yürüten Dünya´daki Komünist partilerine, önderlikleri altındaki örgüt, birlik ve kitlelerine 3.Toplantıya katılan parti ve örgütler olarak en içten Komünist selamlarımızı gönderiyoruz. Peru, Hindistan, Türkiye ve Filipinlerdeki halk savaşlarında emperyalizmi yer küreden silmek için, cesaretle savaşın merkezine atılan yoldaşlarımız, savaşma iradesi göstermekte ve bedelini kızıl kanlarıyla ödemektedir. Sarsılmaz bir kararlılıkla sınıf savaşımının en gelişmiş biçimi olan Halk Savaşıyla, Yeni Demokratik Devrime ulaşmak ve kesintisiz olarak sosyalist devrime ilerlemek ve kültür devrimleri altında komünizme yürümek enternasyonal proleterya ve dünya halkları için parıldayan aydınlık yolun göstergesidir.

Marksizm - Leninizm – Maoizm`in uluslar arası proleterya altında yeni örgüt ve partilerin gelişimi ile cisimlenmesi ve proleter dünya devriminin yeni dalgası olarak kendini ifade etmesinde Halk Savaşı sürdüren Komünist Partileri öncü rolü görmektedir. Özellikle ezilen ülkeler Proleter dünya devriminin fırtına merkezleridir. Bu Halk Savaşlarından birinin zaferle taçlanması terazinin ucunu daha fazla devrimin lehine çevirecek, devrim ile karşı devrim arasındaki dengenin devrim lehine gelişimi için dünya ölçeğinde büyük bir yankı uyandıracaktır.

Her eylem, yeni iktidarı için atılan her adım ve gericiliğe vurulmuş her darbe bizleri umutlandırmaktadır. Bizler, 3.Toplantıya katılan Marksist – Leninist – Maoist parti ve örgütler olarak devrimci politik tutsaklara ve savaş tutsaklarına bağlılık gösteriyor ve en içten devrimci selamlarımızı gönderiyoruz. Sınıfımızın duruşunu yükseklere çekerek, köhnemiş ihanet çizgisine taviz vermeyen ve mücadelede uzlaşmama tutumlarıyla düşmanın hedefine girenler Dünya`daki tüm devrimciler için gerçek bir ilham kaynağıdır.

Emperyalizme karşı sömürülen ve ezilenlerin yanında savaşanlar kaçınılmaz olarak karşı devrimci güçlerin zulmünün hedefi olmaktadırlar. Gericilik tüm yöntemlerle devrimci mücadelenin her biçimini alt etmeye çalışmaktadır. Tutsak alma, kayıp ettirme, işkence, tehdit yada temel hakların inkarıyla devrimcileri teslim alma, iradesini kırmak yada öldürmek için hapishanelere tıkmaktadır.

Dünya`nın her yerinde sömürü ve baskıya karşı mücadele etmek için özgürlüğünü ve sağlığını feda etmekten çekinmeyen yoldaşlarımızı örnek olarak görüyoruz. Norveç´de ve aynı şekilde Fransa`da genç antifaşistlerin faşizme karşı sürdürdüğü amansız mücadeleden kaynaklı takip edildiğini, baskılarla karşılaşarak yargılanmaya çalışıldığını görüyoruz. Amerika Birleşik Devletlerin`de işe gelişmekte olan devrimcilerin yığınlarca yargılama ile karşılaştığını görüyoruz. Böylece devlet, kesin adımlarla ileriye doğru adım atmalarını engellemeye çalışmaktadır.

Meksika`da göstermelik - siyasal suçlamalar üretilerek halkın önderleri tutuklanma çalışılıyor. Yine Dr. Ernesto Garcia gibi tüm hayatlarını halka hizmet etmeye harcayan aktivistler devletin kaybettirme geleneğinin pratiğinde izsiz şekilde bir anda ortadan kaybediliyor. Brezilya`da 23`lerin davası olarak bilinen yargılamada ise uydurulmuş suçlamalarla devlet 23 gençin şahsında ileriye dönük devrimcilerin ve aktivistlerin yargılanması için örnek teşkil edecek bir dava gerçekleştirmek istemekte. 23 eylemci ortaya koydukları duruşlarıyla emperyalizmin hizmetinde brezilya halkına yaşatılan/yaşatırılmaya çalışılan acılara karşı tüm isyancı ve mücadeleci gençliğin temsilcisi konumuna ulaşmıştır.

Gericilik tarafından saldırıya uğrayan Devrimci yoldaşlarımızı savunmak için 23`lerle “dayanışmayı“ kendi teslimiyetlerinin üzerini örtmek için kullanan ve uluslar arası komünist ve halk hareketi içerisinde kafa karışıklığı yaratmak isteyenlere karşı sınıf kinimizi yükseltmek istiyoruz. Tutsak olan devrimciler üzerindeki işkence ile ün salmış türk devleti ise demokrat ve devrimci aktivistleri alman devletiyle işbirliği içerisinde yurt dışında takip edecek kadar ileriye gitmekte ve yargılmaya çalışmaktadır. 2015 yılında 10 devrimcinin tutsak edilmesi ise bunun en bariz örneği olmuştur. Filipinlerde ise köhnemiş gerici devlet OHAL`i yerli Lumad halkından demokratik haklar için mücadele eden aktivistleri ve devrimcileri yasa dışı bir şekilde tutuklama ve infaz etmek için kullanmaktadır. Hind professor GN Saibaba´nın davası ise demokratik çalışmalarından kaynaklı devletin kendilerine yönelik işlediği suçlardan dolayı halklar hapishanesinde hücrelerde bulunanlar ile aynıdır. Ajith gibi Komünist militanlar ise adeta bir cadı avı gibi hedef haline getirilmekte ve hayatda kalabildiklerinde ise hukuk sisteminin göstermelik davalarıyla bir hapis cezası bittikten sonra haklarında yeni bir dava başlatılarak hiç bir zaman hapisten çıkmamaları hedeflenmekte ve şiddetli şekilde biriken sağlık sorunlarıyla ağır denetim altında olan hastane yataklarında ölmeleri için uğraşılmaktadır.

Devlet tüm gücüyle bu devrimcilerin ve yoldaşlarımızın iradelerini kırarak, teslim almaya çalışarak onları işbirliği yapmaya, çözülmelerini sağlamaya çalışmaktadır. Tüm bu saldırılara karşın ise yoldaşlarımız idealerine bağlı kalarak devlete ve onun kurumlarına taviz vermemektedirler. Bu kahramanca duruşun en parlak örneği ise Callao`nun deniz üssü donanmasında 26 yıldan fazla bir süredir bulunduğu yüksek güvenliki yer altı hücresinde tüm teslim alma saldırılarına karşı iradesinden taviz vermeyen, ve yer altı hücresini mücadelenin ve direnişin aydınlık mevzisine çevirme iradesi gösteren, Peru Komünist Partisi`nin önderi Başkan Gonzalo´dur.

Gericiliğin içde ve dışdaki (uluslar arası alanda) hapishanelerindeki mücadele boşuna değildir, mücadelemizin tam ortasında tezahür ediyor ve yankılanıyor. Ödedikleri bedelleri korumayı, meşru kavgalarına katılarak, onu savunarak ve büyüterek serbest kalmaları için mücadele ederek yaşamlarını savunmayı kendimize bir görev olarak görüyoruz. Bu anlamıyla yeniden özgürlüklerine kavuşup, sınıf savaşımında yerlerini almaları ve devrim mücadelesini sürdürmeleri sağlanmalıdır.

Marksist – Leninist – Maoist parti ve örgütlerin 3.Avrupa toplantısı deklerasyonu

Marksist – Leninist – Maoist parti ve örgütler olarak, Latin Amerika`da bulunan Markist – Leninist – Maoist parti ve örgütlerin 5.Toplantısında yapmış oldukları çağrıya cevap olmak için birinci ve ikinci toplantıda belirlediğimiz yönelimin devamı olarak 3.Toplantıyı gerçekleştirdik. Başarıyla gerçekleşen 3.toplantımız teorik tartışma ve eylemde birleşmek için önemli bir kilometre taşı olmuştur. Marksizm – Leninizm – Maoizm, özellikle Maoizm temelinde ideolojik birlik için verdiğimiz mücadele revizyonizme karşı verilen mücadeleye mutlak olarak bağlı bir şekilde proleter dünya devrimine hizmet etmek ve tüm çabalarımızı bu yolda güçlendirmek içindir.

Bu ilkeler etrafında toplantıya katılan parti ve örgütler arasında birlik anlayışı daha da derinleştirilebilmiştir. Bu sürece, temel aldığımız anlayış etrafında birleşmeye hazır olan Dünya`daki diğer parti ve örgütleride katabilmek için kararlı bir mücadele içerisinde olacağız. Davet edilmelerine rağmen kendi durumlarından kaynaklı katılım koşullarını yaratamayan diğer tüm parti ve örgütlere en içten selamlarımızı gönderiyoruz. Bizlere sürecin gerekliliklerine hazır olduklarını ifade eden açıklamalarınıda selamlıyor, hem kendilerini ve hemde Dünya`daki diğer Komünist güçleri ortak çabamıza dahil etmek için tüm olanaklarımızı seferber edeceğiz.

Proleter Dünya devriminin fırtına merkezleri olan ezilen ülkelerde, özellikle en ön cephede mücadele eden tüm Marksist – Leninist – Maoist parti ve örgütlere kızıl selamlarımızı iletiyoruz. Peru, Hindistan, Türkiye ve Filipinlerde sürdürülen Halk Savaşları ilham aldığımız işaret fişeğidir ve bu anlamda devrimci kararlılığımızı güçlendirmektedir. Duruşumuz kesindir! Bu Halk Savaşlarını kendi mücadelemiz olarak görmekteyiz. Bundan kaynaklı ona yönelen her türlü saldırıyı devrimci hazırlık ve savaşın temeline yönelen bir saldırı olarak görüyoruz. Bunu bütünlüklü olarak red ediyoruz ve silahlı mücadelenin her türlü tasfiyesini, “barış görüşmeleri“ olarak dışa vuran her türlü teslimiyetçi tutumu yada emperyalizm, revizyonizm ve gericilikle başka biçimdeki işbirliğini red ediyoruz!

Türkiye`de sürdürülen halk savaşı noktasında ise karanlık gelişmelerden kaynaklı zorunlu bir şekilde vurguluyoruz! Hiç bir şart altında eski(gerici) devlet ile işbirliği, emperyalist ülkelerde yada bürokrat kapitalist-büyük toprak ağalarının altında bulunan ülkelerde halk katmanlarının saflarındaki güçlere saldırmak anlamına gelen işbirliği hiç bir şekilde kabul edilemez. Bu, tüm Komünist, devrimci yada kendisine devrimci diyen partiler, örgütler, hareketler ve bireyler için temel bir ilkedir. İşbirliğinde bulunmak bir suçtur ve Türkiyeli yoldaşlarımızı polise ve devletin diğer yapılarına ihbar edenleri en sert şekilde mahkum ediyor, kınıyoruz. Yapılan bu şikayetin derhal geri çekilmesini talep ediyoruz. Bu bağlamda ise kararlı olarak Türkiye´de devrimci olan güçlerin yanında olduğumuzu vurguluyoruz.

Tüm Dünya`da Komünistlerin – (Halk Savaşlarını sürdüren partiler yada parti inşasını gerçekleştirmek için mücadele edenlerin olsun) cesaretli ve hızlı adımları görülmekte. Proleter dünya devriminin yeni dalgasını yaratmak için Maoizm sürekli şekilde ileriye doğru yönelmektedir. Dünya`daki Komünistlerin çabalarını birleştirmenin, geliştirmenin ve güçlendirmenin ise yakıcı zorunluluğu ortadadır. PERU: The ears of the false independent journalist Gorriti and the stories that he never counts

SIU (Sensitive Investigative Unit) is the team of Yankee imperialism that commands the teams that are the ears of the "independent" periodontist Gustavo Gorriti, agent of the US Department of State.

 "The DEA currently employs nearly a thousand SIU employees in 26 teams in 10 foreign countries, with most of these SIU teams deployed in regions such as Southeast Asia and South America, where narcotics organizations have a strong and powerful presence. In the last 18 years, SIU teams have been responsible for the main arrests and arrests for drugs, including Armando Villareal, Diego Sanchez and Monzer Al Kassar.

The SIU teams act mainly in two areas. They can carry out missions without the cooperation of local authorities or they can establish strict verification procedures to ensure that local collaborators are trustworthy. How to become a member of the DEA's sensitive research unit

The first step to joining an SIU team is to join the DEA as a special agent, intelligence officer or administrator. (...)
At the time of hiring, new employees will complete an appropriate training program for their job title. (...) new members must complete a five week SIU basic training course at the DEA Training Academy. This course will include topics on

    Technical training
    First aid
    Wire interception
    Computer training
    Raid planning
    Interview

The purpose of Basic Training is to provide the skills to conduct investigations and operations in foreign environments where information security is at risk. SIU members should be able to maintain information security even when they collaborate closely with organizations or possibly engaged local staff. "

In an exclusive hotel on Encalada Avenue, near the US Embassy, DEA agents in Lima installed their portable polygraphy equipment. With the passing of the months, the members of the Judicial Technical Department of Dirandro (Deptejud) - about 50 listening agents, between men and women who work 24 hours - trained the ear to such an extent that the act of interception became routine and they managed to identify, without difficulty, the charapa accent of a drug trafficker who claimed to be a cattle rancher in Aucayacu, the Andean tip of a cocalero in Llochegua and even the Quechua of a hiker in Huachocolpa. They also calculated that they required three days of listening to recognize targets that, on average, spoke about 50 seconds per call and that they used different cell phones to avoid being tracked. With this experience, and with the support of agents of the Divinesp who obtained the telephone numbers, the data of drug passes began to increase as much as the tons of cocaine seized (more than 12 since the equipment is used).

In the middle of that year, the anti-drug agents, with the support of the DEA, directed the wiretaps towards the Huallaga and the VRAE. With this information was placed, in 2010, the elusive Shining Path chief 'Artemio', who was filmed by an undercover agent. Then he beat, almost mortally, the hosts of one of the brothers of 'José' in Huancarama (Andahuaylas). The behind-the-scenes of these actions attracted the eyes of other intelligence units. The secret had lasted long. By mid-2010, the legends and half-truths about Constellation passed through the thick door of the sixth floor and ran like wildfire. Suddenly, the entire intelligence community wanted access to the interceptions.

CONSTELLATION OF INTEREST

The Joint Command of the Armed Forces It was one of the first organs to seek access to Constellation. Then they knocked on the door of the Deptejud prosecutors who sought the lifting of communications in any case. This situation revealed a gap in the procedures of the listening department: Law 27697 that endorsed the interdiction fiscal tasks did not have a regulation. This was resolved last February when the Public Ministry approved the "Protocol for Intervention and Control of Communications Procedures". Since then, this program and its regulations, unpublished in the country, have been refined on the fly.

One of the challenges for Constelación was what to do with the material heard that revealed criminal acts unrelated to a regular investigation for drug trafficking, terrorism or related mafias dedicated to crime and hired killers. The Listening and Transcriptions Room is the most populated, active and wide. There only the PNP commander in charge of the system and the analysts who handle about 30 listening equipment enter.
